FILMORE TWP. — What began as an after-hours situation at the Ottawa County Administration Building quickly transformed into a critical response effort, ending with a distressed woman brought to safety and a potentially dangerous encounter defused through the coordinated actions of local personnel.
The incident unfolded after standard operating hours when Emma Urbaniak, an HR specialist for Ottawa County, spotted a visibly shaken woman enter the facility.
Moments later, a man whose suspicious behavior raised immediate concern followed the woman inside. Recognizing the severity of the situation, Urbaniak contacted Central Dispatch and maintained a calm demeanor until emergency units arrived.
Captain Douglas of the Ottawa County Sheriff’s Office had just ended his shift when a Central Dispatch call went out over the radio. Reversing course, he returned to the building within minutes to assess the scene, secure the victim and take the individual into custody without further incident.

County officials praised both employees for their vigilance, quick assessment and adherence to safety protocols during a high-stress moment.
The incident highlights the broader goals of Ottawa County’s Customer Service Initiative, a program launched in 2012 designed to train and empower county staff to handle complex public interactions, build trust, and ensure public safety across local facilities. The initiative includes an annual Customer Service Award program recognizing employees who demonstrate exemplary conduct in the line of duty.
